When a child is a minor, they must have a guardian to help them make decisions regarding their personal and medical care. This is also true for a child who has special needs.
When a child reaches age 18, he or she becomes an adult and no longer needs a legal guardian. However if a child had special needs, he or she continues to need the assistance from a guardian, even after his or her 18th birthday.
